Competing Renewal or Resubmission?

An R01 (NIH parent application) renewal application was first submitted in November 2015 but was not approve. We are now resubmitting it. Should it still be classified as a Competitive Renewal? Or do we classify it as a Re-submission?

This would be a resubmission of a competing renewal.  It should be marked as a resubmission.
