Competing Renewal or Resubmission?

An R01 (NIH parent application) renewal application was first submitted in November 2015 but was not approve. We are now resubmitting it. Should it still be classified as a Competitive Renewal? Or do we classify it as a Re-submission?

This would be considered a resubmission of a competing renewal and therefore considered a resubmission.  Please select this as a resubmission in KC.
