Are we allowed to charge the following items to institutional allowance for this F30 fellowship?
Dates of fellowship 3/8/16-5/20/16
The PI is receiving her MD this week. She received her PhD a few months ago.
Medical examination fees, Residency application fees, Membership to a American Medical Society
Can she submit a receipt from more than a year ago (prior year fellowship example October 2015) for books ? The current year started 3/8/2016.

The F30 award provides a stipend, funds towards tuition and fees, and an Institutional Allowance which can be used to help defray fellowship expenses such as health insurance, research supplies, equipment, books, and travel to scientific meetings. See NOT-OD-14-046 for details.
With the enforcement of the 90 (or lately the 120) reporting requirements, we normally cannot go back in time for a year old charge without the approval of the NIH GMS.  However, in the case of Fellowships –  there are no reporting requirements.   Therefore, the funds are available for spending as long as the funds they are trying to utilize are not expired or closed in PMS.
