With regard to a grant transfer, do I charge indirects on the first $25,000 of a sub when the subs are not new to the grant, but the overall grant is new to us?

The subaward would be new to UMB, and the F&A calculations procedure would remain the same. UMB would charge F&A on the 1st $25,000.
