We are submitting to a Parent R01 and the PA states: Intergovernmental Review (E.O. 12372)- This initiative is not subject to intergovernmental review. So does that mean it is “Not Covered” or “Not Selected”?

You should select “Not Covered” in the grants.gov questionnaire in Kuali Coeus. The State of Maryland has elected not to review this type of program, thus, it is not covered.
