Can the lead PI get the 2 week extension on the NIH due date of a proposal if the Co-PI is on an NIH study section?

In accordance with NIH Guidelines, late application submissions due to the PI being on Study Sections only applies to the PD/PI. If however, the proposal is a Multi-PI application and one of the investigators is on a study section, the rule applies. It does not apply to “Co-Investigataors”
