Can a S2S NIH grant submission have a line for subaward without a selected subrecipient? To have as a placeholder until award is funded then select a possible subrecipient.

No. You may not have an open or incomplete line item for a sub award within a System to System (S2S) electronic submission to NIH. In order for you to route your application for approval, all components of the application must be final which include all sub award budgets. The sub award budget must be entered and complete in order for routing to occur.
