If a PI serves on a study section, will they be eligible for continuous submission for the upcoming NIH deadline cycle?  For example, the PI served on a study section in May 2018.  Would they be eligible for continuous submission for upcoming July 5th R01 resubmission deadline?

NIH is very strict about late submissions.  Each PI must have participated in enough qualifying NIH review meetings to become eligible for Continuous Submission based on “recent substantial service” (6 qualifying NIH review meetings in an 18-month period ending June 30 of each year).
The 18-month window for qualifying meetings for a meeting held in May 2018 is 1/1/17-6/30/18.  The term of eligibility for continuous submission is 8/1/18-9/30/19, therefore, this PI may not be eligible for continuous submission for the July deadline.  Note – not all meetings count towards continuous submission eligibility – multiple meetings starting on the same date only count as one meeting.  Please see links below on how to check eligibility in NIH Commons.

Please note, this is for a blanket continuous submission, sometimes faculty are reviewers during a specific review period, and they are eligible to submit late for a specific submission.  They would need a letter from the NIH for that.
