A non-UMB employee may be a Multiple PI on a R21 as long as the announcement allows it.  When you have a multiple PI project with the with the non-contact PI being a non-employee of the university you will need to make sure that person has been added to the rolodex.  If they are in the rolodex you will search under the Key Person Tab and do a non-employee search, I usually use the last name to search with.  then go through the list until you find the name.  Left of the name you will return value and it will bring the person into the proposal.  Next you select role as key person and hit the asterisk and it will create a file in the proposal.  The next step you will go down the page and open the newly created file, it will have the persons name you just added and open/show that file.  After it is open click on the Person Detail file/tab and go down the left hand side until you see key person role.  The type in PD/PI and hit save at the bottom of the page.
