Is it okay to charge 100% effort for an assistant professor (non tenure track) to grants if he is working 100% on grant funded activities ?

It is not the best business practice to charge 100% effort, because an Assistant Professor is involved in administrative activities such as proposal preparation that are unallowable costs and can not be charged to a grant.
