Executive Order 12372 requires applicants for some federal funding to notify their State Point of Contact office when they are submitting proposals for that Program of federal funding. It is primarily applied to federal block grants and other state support from the feds. It rarely applies to research funding, but it sometimes applies to non-research funding that UMB applies for (e.g. services).
The Program Announcement should say whether or not the funding Program is subject to this Executive Order. Most of time, the answer is “No” for UMB proposals. Contact SPA if you need help making the determination for a specific application.
