Is an increase in effort on a R01 project allowed (as long as it does not change the scope of the project) without prior approval from NIH? I\’m aware of needing prior approval for a decrease of more than 25%, but am unsure about an increase in effort.

It is more than appropriate to increase effort, as long as the scope of work does not change.  No prior approval is needed.
