What types of activities fall under this category? When should I use an F&A rate of 39.9%.

Other Sponsored Activities includes programs and projects that involve the performance of work other than instruction and organized research. This includes:
1) Public Service projects, as in Sponsored health and/or community service projects
2) Support public events.
3) Field trials that to not meet the guideline for Corporate Clinical Trials.
4) Contracts where the Unit/Department provides a routine service as part of its normal operations
