Can conference presentations and/or abstracts be listed in the Progress Report Publication List of an NIH competing renewal.

The NIH instructions specify “publications, manuscripts accepted for publication, patents, and other printed materials”. You must provide either the NIH Manuscript Submission reference number or the PubMed Central reference number, or a URL or PubMed ID for public access.
So, conference presentations and abstracts usually would not be published or posted for public access. If conference proceedings will be published, the abstract could probably be included as a preprint, following the instructions for citing interim research products: https://grants.nih.gov/grants/guide/notice-files/NOT-OD-17-050.html
