Q1: For resubmission of a renewal R01 grant, is it considered as “resubmission”?
Q2: If this situation is considered as “resubmission”, is the component “Progress Report and Publication List” needed in the pacakge?

Q1:  It would be a resubmission of a renewal, so it would be a resubmission.  https://grants.nih.gov/grants/policy/amendedapps.htm

Q2:  Yes, you would need to include the progress report and publication list and introduction in the resubmission of the renewal applicaiton.
From the NIH website:  Only a single resubmission of a competing newrevision, or renewal application (A0) will be accepted. After a resubmission of a competing renewal (Type 2) application that is not funded, a subsequent new renewal (Type 2 A0) application may not be submitted.
