If  UMB has UMCP as a subcontract or subaward on a proposal does UMB collect Iindirect Costs on the first $25k of the subaward?

Yes, UMB will issue a subcontract to UMCP.  Please see the website for UMB and UMCP collaborations, MPowering the State.
